Syria FM to U.N. envoy - Constitution is 'sovereign matter'

Syrian Foreign Minister Walid al-Moualem told U.N. envoy Staffan de Mistura that the constitution was a "sovereign matter" up to the Syrian people, state media said on Wednesday.
